Colorado COVID-19 Legislation and Emergency Orders

• On March 10, 2020, Governor Polis issued Executive Order D 2020-003 – declaring a disaster emergency due to COVID-19.
• On March 18, 2020, Governor Polis issued Executive Order D 2020-007 – closing all public schools for a minimum of thirty (30) days.
• On March 19, 2020, Governor Polis issued Executive Order D 2020-009 – wherein all voluntary or elective surgeries or procedures, whether medical, dental, or veterinary, were suspended in the State of Colorado until April 14, 2020 at the earliest. The order additionally required that that any Colorado business or non-hospital health care facility, whether veterinary, dental, construction, research, institution of higher learning, or other, in possession of PPE, ventilators, respirators and anesthesia machines that are not required for the provision of critical health care services undertake an inventory of such supplies by no later than March 26th, 2020 and prepare to send it to the State of Colorado for the purpose of allowing the Emergency Operations Center (EOC) to allocate any supplies received pursuant to the order to support activities related to the COVID-19 response.  The order is in place until at least April 14, 2020.
• On March 20, 2020, Governor Polis issued Executive Order D 2020-010 –temporarily suspended the deadline for tax payments by ninety (90) days to July 15, 020, giving all Colorado taxpayers the option to make any 2019 income tax payments that would normally be due on April 15, 2020 by July 15, 2020.
• On March 22, 2020, Governor Polis issued Executive Order D 2020-013 – effective Tuesday March 24, 2020 all Colorado employer are to reduce in-person work that takes place outside a private residence but for exempt industries by at least fifty (50) percent. It was directed that all Colorado employers implement tele-work or other work from home capabilities to the greatest extent possible.  The Order does not apply to employers that can certify that employees are no closer than six feet from one another during any part of their work hours.
